Can special characters such as & @, Registered Trademark's be applied to a logo. I have tried to do this and have not found a method to accomplish it.

It will depend on the characters that are in the font set in some cases, like special language chacters and those of course would be in system fonts.The @ usually isn't a problem in any font. If you want special chacters for registering or copyright it can only be done but only as a new text
element. And it only shows as a line until set.® is holding the ALT and adding 0174.

Another way to add special charactors is to load up the windows charactor map program located here:
Start/Programs/Accessories/System Tools/Charactor Map
Then navigate to the font that has your special charactors and then click on the charactors you want one at a time and click on select after each one. When you have all the charactors in the string you want then click on copy button.
Now in your text field of TLC use "Ctrl V" combination for pasting from your clipboard and voila your charactors appear.
